Viviana Rangel
International Advocacy Officer
Viviana Rangel is a cultural rights specialist and international advocacy consultant with over ten years of experience working at the intersection of culture, human rights, and international cooperation. She holds a degree in Government and International Relations and a Master’s in Cultural Management. Her work focuses on artistic freedom, cultural policy, and the impact of digital environments and emerging technologies on cultural expressions. Her previous experience includes work with the Ministry of Culture of Colombia, Fundación Karisma, and the production of a public television program focused on labor and cultural rights. Viviana has contributed to UNESCO and WIPO processes and worked closely with artists and cultural communities. At Artists at Risk Connection, she supports international advocacy efforts grounded in a deep commitment to culture as a fundamental human right.
