Since the UPR of the Cuban state in 2018, civil society has observed three leading trends influencing the deterioration of free expression and artistic freedom on the island: i.) an increase and worsening of aggressions and state violence against artists, journalists, activists, ii.) the criminalization of freedom of expression, the right to protest, and civic engagement, and iii.,) the misuse of criminal law and the proliferation of unjustified restrictive legal frameworks contrary to freedom of expression.
These trends were emphasized in the latest report by ARC, PEN International, and Cubalex,
Método Cuba: Independent Artists’ Testimonies of Forced Exile, which compiles the stories of 17 exiled artists that allege recurring patterns of repression, including surveillance, threats, imprisonment, physical assault, and other forms of harassment to impede their artistic oeuvre and activism in the name of human rights.
In November 2023, the Cuban state will be evaluated on its human rights record as part of the fourth cycle of the Universal Periodic Review (UPR). In the lead-up to the UPR, local and international civil society will participate in the UPR Pre-session, an event that consists of a panel of representatives from civil society organizations, specialized in a broad range of subjects. The panel provides an all-encompassing perspective to the international community concerning the unique problems present in the country under evaluation.

Civil Rights Defenders, and other organizations will host a side event during the pre-session week for Cuba in Geneva. Civil society representatives and members of the InterAmerican and international human rights communities will participate in the side event, promoting discussion among various actors on the evolution of civil, political, economic, social, and cultural rights in Cuba since the last Universal Periodic Review.
