What's Next for Cuba? | Reflections on the Outcomes of the UPR and Future Challenges

On November 15, 2023, the Cuban State was examined by the international community for the fourth time during the Universal Periodic Review (UPR), a process in which UN member states made recommendations on how to improve the human rights situation in the country. Following the participation of 143 delegations that formulated a total of 361 recommendations, the lack of protection of the rights of Cuban citizens, especially in the area of freedom of expression and demonstration, was evident.
Artists, writers, and independent journalists face continuous reprisals for denouncing human rights abuses in the country. ARC, PEN International, and Cubalex also document in Método Cuba: Testimonios de Artistas Independientes sobre el Exilio Forzado, which compiles the stories of 17 exiled artists, examples of physical and digital aggressions, harassment, home surveillance, arbitrary detentions, mobility restrictions within national territory, and more. These findings, along with the use of the regulatory framework to restrict the legitimate exercise of rights such as freedom of expression, assembly, and association, and the criminalization of social protest, continue to pose grave concerns for the Cuban artistic community and independent civil society in and outside the island.
Join PEN America’s Artists at Risk Connection (ARC), PEN International, the Institute on Race, Equality and Human Rights, and the Geneva Graduate Institute’s Latin American Network Initiative (LANI) on Friday March 22, for artistic interventions and a panel discussion with Cuban artivists and civil society members who will discuss the outcome of the UPR process of the Cuban State, reflect upon the state of Cuban art and civil society, and enter into discussion surrounding the challenges that lie ahead for independent artists, activists, and human rights defenders on the island. This event will feature Cuban culture and art as it connects with an analysis of the UPR recommendations, engaging the audience and demonstrating how art, culture, and literature are being censored and silenced – and its chilling effect on human rights.
The event will be in Spanish with simultaneous English translation.* The event offers a platform for the independent civil society in Cuba as well as activists and artists who were forced into exile because of their work.

Speakers
Kirenia Yalit, Director and Co-founder of the Cuban Youth Dialogue Table
Kirenia Yalit Núñez Pérez is an activist with a degree in psychology. From 2009 to 2013 she worked as a social researcher and beginning in 2012 she began working at the Comisión Cubana de Derechos Humanos y Reconciliación Nacional (CCDHRN). In 2014 she became coordinator of the Mesa de Diálogo de la Juventud Cubana (MDJC) where she still works today. She has participated in the women's leadership internship program the Escuela Regional de Liderazgos de Mujeres, held by the Instituto de Liderazgo Simone de Beauvoir (Mexico, 2017) and in 2018 participated in the leadership event the Academia de Liderazgo Regional: Generation Democracy, in Panama.
During 2020 she graduated from the course Curso Interamericano de Elecciones y Democracia: "Avances y retrocesos de la democracia en América Latina" (IIDD/CAPEL, 2020). She has participated as a civilian representative on four occasions in the activities surrounding the General Assembly of the Organization of American States (OAS) and on two occasions has attended the Summit of the Americas. She has given conferences and workshops for youth and adolescents on issues related to human rights and vocation and has worked as the coordinator of the youth campaigns Poder Joven Cuba and #Exprésate.
Nonardo Perea, Independent artist
Nonardo Perea moves through various artistic manifestations, including performance, literature, acting, photography, audiovisual, ceramics, drawing, and installation. To date, all their works have been done independently. All their work is seen from a personal and intimate vision, almost always defending the themes related to the human body and the problems facing the LGBTIQ+ collective. They belong to the San Isidro movement. In 2021, they concluded their first feature film: “Vulgarmente Clásica X” where they narrate their encounter with the Cuban State Security. They have made the self-fiction documentary "La otra vida" (2023) a piece that addresses the difficult relationship of a heterosexual man with a gay man. They are currently exiled in Spain. They are also one of ARC and PEN International's Cuban Migrant Artists Resilience Fellows.
Julie Trébault, Managing Director, Artists at Risk Connection (ARC)
Julie is the managing director of the Artists at Risk Connection. Prior to joining PEN America, she served as director of public programs at the Museum of the City of New York and the Center for Architecture. Before moving to New York, she worked at the National Museum of Ethnology in The Netherlands where she built a network of 116 museums. From 2004 until 2007, she was Head of Higher Education and Academic Events at the Musée du quai Branly (Paris). Trébault holds a Master’s Degree in Arts Administration from the Sorbonne University and a Master’s Degree in Archeology from the University of Strasbourg.

El 15 de noviembre de 2023, el Estado cubano fue examinada por la comunidad internacional por la cuarta vez durante el Examen Periódico Universal (EPU), un proceso en el que los Estados miembros de la ONU formularon recomendaciones sobre cómo mejorar la situación de los derechos humanos en el pais. Tras la participación de 143 delegaciones que formularon un total de 361 recomendaciones, quedó patente la falta de protección de los derechos de los ciudadanos cubanos, especialmente en el ámbito de la libertad de expresión y manifestación.
Artistas, escritores y periodistas independientes se enfrentan a continuas represalias por denunciar abusos contra los derechos humanos en el pais. Asimismo, ARC, PEN Internacional y Cubalex también documentan en Método Cuba: Testimonios de Artistas Independientes sobre el Exilio Forzado, que recopila las historias de 17 artistas exiliados, expresando ejemplos de agresiones fisicas y digitales, acoso, vigilancia de domicilios, detenciones arbitrarias, restricciones a la movilidad dentro y fuera del territorio nacional, y más. Estos hallazgos, junto con el uso del marco normativo para restringir el ejercicio legitimo de derechos como la libertad de expresión, reunión y asociación, y la criminalización de la protesta social, siguen siendo motivo de gran preocupación para la comunidad artistica cubana y la sociedad civil independiente dentro y fuera de la isla.
Con esto en mente, acompañe a PEN America’s Artists at Risk Connection (ARC), PEN Internacional, Instituto sobre Raza, Igualdad y Derechos Humanos (Raza e Igualdad) y el Geneva Graduate Institute’s Latin American Network Initiative (LANI) este viernes, el 22 de marzo, para intervenciones artisticas y un panel de discusión con artivistas y miembros de la sociedad civil cubana que conversarán sobre los resultados del proceso del Examen Periódico Universal (EPU) del Estado cubano, reflexionarán sobre el estado del arte y la sociedad civil cubanos, y entrarán en discusión en torno a los desafios que se avecinan para los artistas independientes, activistas y defensores de los derechos humanos en la isla. Este evento presentará la cultura y el arte cubanos en conexión con un análisis de las recomendaciones del EPU, involucrando a la audiencia y demostrando cómo el arte, la cultura y la literatura están siendo censurados y silenciados - y su grave impacto sobre los derechos humanos.
El evento se llevará a cabo en español, pero se prevé traducción simultánea al inglés.* Este evento sirve como plataforma para la sociedad civil independiente en Cuba, así como para los activistas y artistas que se vieron forzados al exilio debido a su trabajo

Kirenia Yalit Núñez Pérez, activista graduada de psicología. Del 2013 al 2009 trabajó como investigadora social y a partir del 2012 comenzó a trabajar en la Comisión Cubana de Derechos Humanos y Reconciliación Nacional (CCDHRN). En el año 2014 asumió la Coordinación General de La Mesa de Diálogo de la Juventud Cubana (MDJC) hasta el día de hoy. Ha sido beneficiaria de la pasantía Escuela Regional de Liderazgos de Mujeres, del Instituto de Liderazgo Simone de Beauvoir (México, 2017)y, en 2018. participó en el evento Academia de Liderazgo Regional. Generation Democracy, en Panamá.
Durante el 2020 pasó el Curso Interamericano de Elecciones y Democracia: "Avances y retrocesos de La democracia en América Latina" (IIDD/CAPEL, 2020). Ha participado en representación de la sociedad civil en cuatro ocasiones en las actividades en torno a la Asamblea General de la Organización de Estados Americanos (OEA) y en dos ocasiones ha asistido a la Cumbre de las Ámericas. Ha impartido conferencias y talleres para jóvenes y adolescentes sobre temas de Derechos Humanos y Proyectos de Vida. ha sido gestora de las campañas juveniles Poder Joven Cuba y #Exprésate.
Nonardo Perea, Artista independiente
Se mueve por diversas manifestaciones artisticas, donde se incluyen el performance, la literatura, la actuación, la fotografia, el audiovisual, la cerámica, el dibujo y la instalación. Nonardo Perea Hasta la fecha toda su obra la ha realizado de manera independiente. Todo visto desde una visión personal e intimista, defendiendo casi siempre los temas del cuerpo y las problemáticas del colectivo LGTBIQ+. Pertenece al movimiento de San Isidro. En el año 2021 concluyó su primer largometraje: ¨Vulgarmente Clásica X¨ donde narra su encuentro con la Seguridad del Estado cubano. Ha realizado el documental de auto ficción “La otra vida” (2023) un material que aborda la relación dificil de un hombre heterosexual con un Hombre gay. En la actualidad está exiliado en España. Es becario del Programa de becas de resiliencia para artistas cubanos migrantes de ARC y PEN Internacional.
Julie Trébault, Directora Ejecutiva, Artists at Risk Connection (ARC)
Julie Trébault es la directora ejecutiva de Artists at Risk Connection de PEN America. Antes de unirse al PEN America, fue directora de programas públicos en el Museum of the City of New York y el Center for Architecture. Antes de mudarse a Nueva York, trabajaba en el National Museum of Ethnology en los Paises Bajos donde ella construyó una red de 116 museos. Desde 2004 hasta 2007, era la jefa de educación superior y eventos académicos en el Musée du quai Branly (Paris). Julie tiene un máster en Gestión de las Artes de la Universidad Sorbonne y un máster en Arqueologia de la Universidad de Strasbourg (Francia).
